Pet Foods are governed by several regulatory agencies: FDA, USDA and every State in which they are marketed. While each U.S. State has separate requirements for pet food labeling and registration, most follow the model regulations developed by the Association of American Feed Control Official (AAFCO).
Pet food manufacturers must comply with provisions of the Food Safety Modernization Act as administered by FDA’s Center for Food Safety and Applied Nutrition and some also come under the jurisdiction of FDA’s Center for Veterinary Medicine. The USDA has a voluntary certified pet food program that can complicate the pet food regulatory landscape.
